When they moved the main panel, the conductors came up short, so all the splices got jammed into a tiny box—and the conduit feeding the new panel is overloaded too. That means trapped heat, insulation damage, and loose connections. A junction box at least double the size should’ve been installed to safely handle this many conductors.
